Abstract

Kebijakan pembangunan bidang energi listrik dimaksudkan untuk terwujudnya peningkatan kesejahteraan dan kemakmuran rakyat. Pengurangan krisis energi dan listrik dilakukan dengan membangun pembangkit listrik tenaga gas dan uap. Kewenangan pengadaan energi bidang listrik oleh negara didelegasikan kepada Perusahaan Umum Listrik Negara sebagai Badan Usaha Milik Negara. Oleh karena itu Keputusan Presiden No. 16 Tahun 1994 dimaksudkan untuk mengatur tentang syarat dan tata cara dalam proses penawaran pembangunan PLTGU, pengambilan keputusan terhadap penawaran serta analisa kebijakannya.
