Dalam rangka menegakkan Negara Hukum Indonesia yang berwawasan kesejahteraan dan kemakmuran perlu dikembangkan transformasi Model Birokrasi Otoriter (MBO) menjadi Model Birokrasi Kerakyatan (MBK) yang adaptif terhadap eksistensi HAM, hak-hak dan kewajiban warga negara. Mentolerirkan pelanggaran HAM demi kepentingan stabilitas nasional, pertumbuhan GNP dan pemerataan hasil pembangunan sering berpotensi menjadi sumber konflik antara birokrat dengan warga masyarakat.
