Urgensi Pengawasan dan Pengendalian Terhadap Minuman Tradisional Sopi di Kota Ambon

Sopi merupakan Minuman Tradisional yang dipergunakan secara turun temurun oleh masyarakat dalam acara atau ritual adat-istiadat Kota Ambom. Namun dalam perkembangannya, Sopi juga diperjualbelikan sebagai komoditas ekonomi sehingga menimbulkan penyalahgunaan dan peningkatan gangguan keamanan. Permasalahan utama adalah ketiadaan Peraturan Daerah yang dapat menjadi instrumen pengawasan dan pengendalian produksi, distribusi, dan konsumsi Sopi. Tujuan penelitian ini untuk mengkaji dan menjelaskan peran dan tanggung jawab Pemerintah Daerah dalam melakukan pengawasan dan pengendalian terhadap peredaran Minuman Tradisional Sopi di Kota Ambon. Metode yang digunakan dalam penelitian ini adalah yuridis empiris, dengan beberapa pendekatan yaitu pendekatan kasus, pendekatan perbandingan, dan pendekatan perundang-undangan. Hasil penelitian menunjukkan bahwa ketiadaan seperangkat ‘Peraturan Daerah’ menyebabkan lemahnya pengawasan pemerintah, sehingga penyalahgunaan Sopi berkontribusi terhadap terjadinya kekerasan dan gangguan ketertiban masyarakat. Oleh karena itu, Pemerintah Daerah perlu menyediakan atau membentuk seperangkat ‘Peraturan Daerah’ yang berfungsi sebagai dasar hukum Pemerintah Daerah dalam melakukan pengawasan dan pengendalian terhadap Sopi.
Sopi is a traditional beverage used for generations by the community in traditional events and rituals in Ambon City. However, over time, Sopi has also been traded as an economic commodity, leading to abuse and increased security disturbances. The main problem is the absence of Regional Regulations that can serve as an instrument for monitoring and controlling the production, distribution, and consumption of Sopi. The purpose of this study is to examine and explain the role and responsibilities of the Regional Government in supervising and controlling the distribution of the Traditional Sopi Beverage in Ambon City. The method used in this study is empirical juridical, with several approaches: a case approach, a comparative approach, and a legislative approach. The results of the study indicate that the absence of a set of ‘Regional Regulations’ results in weak government oversight, so that the misuse of Sopi contributes to violence and disturbances of public order. Therefore, the Regional Government needs to provide or establish a set of ‘Regional Regulations’ that serve as the legal basis for the Regional Government in supervising and controlling Sopi.
