Reformasi Hukum bukan sekedar Reformasi Substansi hukumnya, melainkan Reformasi Orientasi dan nilai-nilai yang melandasi aturan hukum tersebut, dan reformasi hukum harus diartikan sebagai mengadopsi nilai-nilai hukum yang baru sebagai akibat perubahan nilai-nilai hidup bermasyarakat. Untuk itu pendidikan hukum di Indonesia perlu melakukan orientasi di dalam sistem dan substansinya. Sudah saatnya kurikulum di Fakultas Hukum diarahkan kepada pemahaman dan sekaligus penanganan masalah-masalah praktis sesuai dengan perkembangan kebutuhan masyarakat dan sudah barang tentu aspek teoritis dan filosofis dipertahankan karena merupakan bagian dari profesionalisme.
