MEMBANGUN INDONESIA SEBAGAI WELFARE STATE (Sebuah Cermin Ideologis dari Keruntuhan Rezim Orde Baru)

Dua tema sentral yang diterapkan Orde Baru adalah demokratisasi politik dan perbaikan ekonomi. Perbaikan ekonomi yang didahulukan dalam prakteknya, menimbulkan berbagai permasalahan ekonomi, hukum dan politik yang sangat krusial. Jika keluar yang dianggap tidak menganggu strategi pembangunan ekonomi oleh Pemerintah Orde Baru adalah pembentukan konsumen melalui perbaikan konstitusional dengan mencanangkan adanya peningkatan kualitas kesejahteraan sosial. Dalam prakteknya di masa reformasi ini, ide dasar yang menjadi nilai pokok dalam kebijakan kesejahteraan sosial harus diubah dari “equality of output” menjadi “equality of opportunity” dalam kebijakan kesejahteraan sosial yang membangun adanya negara welfare state.
