Abstract

Gelandangan diatur dalam Pasal 1 PP No. 31 Tahun 1980 yang berarti hak dan kewajiban gelandangan diatur oleh hukum. Dengan mendasarkan pada peraturan hukum yang ada, maka haruslah lebih diupayakan dalam pelaksanaannya. Dan persamaan kedudukan di depan hukum bagi orang gelandangan, sudah diupayakan oleh pemerintah melalui peraturan perundang-undangan yang terlalu dan juga melalui beberapa kebijakan yang bertujuan mengangkat harkat dan martabat gelandangan.
