Abstract

Akibat dari memorandum I dan memorandum II dari DPR kepada Presiden berimplikasi pada Sidang Istimewa MPR, sehingga berakibat pada jatuhnya rezim Presiden Gus Dur. Perbedaan pendapat dan penafsiran terjadi dalam penerapan hukum untuk mencari hubungan sebab akibat yang secara hukum mempunyai kekuatan hukum dan akibat hukum.
