HAK ATAS PENOLAKAN PENGESAHAN RUU (Suatu Kajian dalam Perspektif Pembaruan HTN)

UUD 1945 memberikan hak kepada Presiden menolak RUU yang sudah disetujui oleh DPR. Hak veto ini merupakan hak pemegang kekuasaan eksekutif menolak mengesahkan RUU yang telah disetujui oleh DPR. Dalam UUD 1945 hak veto Presiden, diatur dalam kaitannya tata cara mengajukan RUU yang tidak disahkan oleh Presiden, walaupun disetujui oleh DPR. Persoalannya, bagaimana proses RUU yang ditolak pengesahan oleh Presiden itu, dapatkah Presiden mengajukan lagi RUU ke DPR untuk dibahas kembali dan kapan RUU harus diajukan kepada DPR menjadi suatu masalah yang harus diselesaikan akibat dari perkembangan itu.
