Abstract

Penegakan hukum Undang-Undang Lalu Lintas dan Angkutan Jalan beserta peraturan pelaksanaannya hingga saat ini, lebih kurang 5 tahun sejak diundangkannya masih belum optimal dilaksanakan. Kenyataan ini terjadi karena belum adanya kesiapan mental dan moral dari masyarakat dan aparat pelaksananya, di samping itu belumlah cukup memadai sarana dan prasarana jalan serta proses sosialisasinya di tengah-tengah masyarakat. Oleh karena itu, hingga saat ini Undang-Undang Lalu Lintas dan Angkutan Jalan masih diberlakukan secara bertahap yang disesuaikan dengan perkembangan masyarakat.
