Untuk Meningkatkan prestasi dan pelayanan pegawai negeri kepada masyarakat sebgai negara abdi masyarakat, amak pegawai negeri wajib dibina. Hal ini bisa menguntungkan bagi negara, masyarakat maupun pegawai negeri itu sendiri. Pembinaan pegawai negeri tidak bisa lepas dari kebutuhan dan hak-hak dasar manusia, karena pegawai negeri itu merupakan sekelompok manusia yang mengabdikan dirinya atau tenaganya kepada negara, oleh karena itu kebuuhan pegawai sebagai manusia. Usaha-usaha untuk pembinaan pegawai yang terkait dengan kebutuhan pegawai ialah ; pemberian gaji yang layak, peningkatan karier, disiplin, hak istirahat, penghargaan, organisasi pegawai, fasilitas kerja, keselamatan, keamanan dan keselamatan kerja, perangsang, rekreasi dan pensiun.
